Grant Guidelines


The primary focus of Dr. Phillips Charities, comprised of The Dr. P. Phillips Foundation and Dr. Phillips Inc., is to respond to community needs in Orange and Osceola Counties. Funding for organizations outside of this geographic area generally will not be considered.

Proposals that address established areas of interest are given the highest priority. These areas include:

  • Educational Programs
  • Children and Youth Services
  • Cultural Programs
  • Health or Rehabilitative Programs
  • Social Services

Grants are made ONLY to organizations exempt from federal taxation under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended. In addition, if the 501(c)(3) is a supporting organization, Dr. Phillips Charities can consider the request only if the organization is a 509(a)(1) or a 509(a)(2) supporting organization.  Grants are not made to 509(a)(3) supporting organizations.  Grants generally are not made to an organization until the organization has completed five full years of operation from the date of receipt of its exemption determination letter from the Internal Revenue Service.

Dr. Phillips Charities DOES NOT make grants:

  • to individuals or private foundations;
  • to private elementary or secondary schools for projects other than scholarships to increase total enrollment using a nationally accepted screening criteria to determine financial need;
  • to projects of social, religious, fraternal or veterans groups that primarily benefit their own members or adherents;
  • to retire accumulated debt; or,
  • for legislative lobbying or other political purposes.

Grants generally are made on a one-time-only basis. Pledges generally will not exceed a three-year period. Multiple requests in a 12-month period and multi-year grants are not encouraged.

Requests for endowments, research, trips or tours, scholarships, conference attendance, newsletters or other promotional materials, magazines or books, and television or video production are not encouraged. Requests for vans or other passenger vehicles generally will not be considered.
